Takeaway: first reading and discussion of changes. Includes reduction of on site parking if builder provides on street parking (reduce by 3 for every one provided). Increase in building heights in MU to 6 stories/72 feet. Some limited restrictions to 40 ft if close to existing low density residential. (within 100 ft under some conditions)… 40 ft restriction was advocated by Viki S in planning commission to avoid big box appearance and losing small town feel in buffer areas. Modifications made by council to allow up to 6 stories in most areas if easement exists , noting that we do not have big swaths of this mu zone and we have wider streets in those areas than other cities…. There are different leanings/value weightings/balance of pros and cons, among council members when discussing VS recommendations and views, maintaining small town feel, making sure all voices are heard, desire to promote density in city core and near services without need for vehicles.
Availability to build to commercial standards on ground floor but to use for residential (temporary?). …
Elevators are required when more than 3 stories so 6 stories should help pencil out better. hoping to see return of developers/builders who have gone away. Hoping to have more options for EV and Rainier subarea.
Intent in future to further reduce parking requirements and to remove commercial definition restrictions by line of business within mu zones.
Next meeting will be opportunity for all public comment at second reading.
Notable Dates: October 16 is big meeting day with lots on agenda. EV design presentation is coming up
Opportunities For Engagement: Good time to support permanent affordability/work force housing for EV. There is the appearance that the public isn’t aware or paying attention.. I don’t know that, that is true. I don’t know what “facts” or information the general community has of what is going on that is at a level of detail for them to share their voice. EV is a black hole in my view. There is a reference to EV groups, but there isn’t a place to find out what they are, who are on them, when they meet, what they discuss, what is done with what they digest.
