Topic: UGA land swap, Short term rentals

Takeaway: There is agreement between the County and the City to swap area near the city boundary to move county land into the Growth Management Act area and move (mostly farmland) within the city limits out of the GMA area.

Jefferson County is the least affordable contiguous county in Washington State (neck and neck with Mercer island). Island County may be less affordable.

Presentation by Brent Butler and Josh Peters. Trend to rent homes not to occupy but AirB&B them. Distinction between B&B Inn (4-6 rooms) and B&B residence (1-3 rooms). B&B allowed in Port Ludlow and Port Hadlock, when sewer is in place.

RV is a camping site.

Rentals for less than 30 days.
Conditional Use permit. The County has addressed impacts to neighborhood and Life safety issues. May not be receiving funds from Lodging and Sales tax: State has voluntary collection agreement with AirB&B. Many pay but others do not. Difficult to identify who due to privacy regulations. Kate Dean remarked that the overall numbers indicate that there are many not paying the tax.

Brent will talk with Planning Commission. Right now at start. Moving forward with wide breadth of areas to check.

Discussion on should we incentivize long term rentals? There has been pushback against that idea but still open. Commissioners are interested in moving forward.

Commissioners interested in what the scale of the issue is.
